About the committee

In recent years, escalating tensions in Southern Lebanon have once again drawn international attention to the fragile security architecture established after the 2006 conflict and the ongoing implementation of UN Security Council Resolution 1701. Recurrent cross-border incidents, the presence of non-state armed actors, and disputes over the scope of UNIFIL’s mandate have raised serious questions about compliance, state sovereignty, and the effectiveness of international mechanisms designed to prevent renewed hostilities. Against this backdrop, the situation in Southern Lebanon serves as a critical test case for the limits of UN peacekeeping and the enforcement of binding Security Council resolutions.

Many member states and international organizations argue that all countries should implement a complete ban on child marriage. Each year, millions of girls are married before the age of 18, often without their full, free, and informed consent. Such practices are widely viewed as violations of fundamental human rights, particularly the rights of children to protection, education and health. Supporters of a global ban emphasize that child marriage frequently leads to early school dropout, limited economic opportunities, and increased risks to physical and mental health, including complications from early pregnancy. Opponents of a universal ban may argue that child marriage is deeply rooted in cultural, traditional, or religious practices and that international intervention could be perceived as infringing upon national sovereignty or cultural identity.

Cases of the use of force against migrants and persons undergoing immigration procedures, including incidents involving Immigration and Customs Enforcement (ICE) agents in the United States, highlight the need to strengthen oversight mechanisms and ensure that states' actions comply with international human rights standards.
