TOPIC 1: Millions of people currently move across borders without formal identification, creating a "legal invisibility" crisis. In high-volume transit zones, the sheer scale of arrivals often overwhelms local infrastructure, leading to two major problems: national security risks for host states and extreme vulnerability for the displaced, who cannot access basic rights or protection without papers. The HRC must determine how to standardize identification processes—potentially using digital or biometric tools—to ensure that no individual is left in a legal vacuum. The challenge lies in balancing a state's right to secure its borders with every human being's right to a legal identity. TOPIC 2: The global garment industry is currently witnessing a "race to the bottom" in production costs, spearheaded by the rise of Ultra-Fast Fashion giants such as Shein and Temu. While these platforms offer unprecedented affordability to consumers, their business models—relying on micro-production cycles and massive SKU volumes—have created a systemic human rights crisis. In 2026, the International Labour Organization (ILO) reported that despite global efforts, 138 million children remain trapped in child labor, with a growing number hidden within the unregulated, "dark" tiers of textile supply chains.
