Reforming the Use of the Veto: Balancing Power and Responsibility in Maintaining International Peace and Security

    About the committee

Topic: Reforming the Use of the Veto: Balancing Power and Responsibility in Maintaining International Peace and Security The veto power, vested in the five permanent members (P5) of the United Nations Security Council, was designed to uphold post-war stability by preventing unilateral domination. However, its contemporary use has often paralyzed the Council's ability to respond decisively to crises—ranging from Syria to Ukraine and Gaza—raising fundamental questions about legitimacy, accountability, and equity within the international system. This agenda challenges delegates to critically assess the structural implications of the veto in obstructing collective action, particularly in situations involving mass atrocities, breaches of peace, and violations of international humanitarian law. Delegates will explore reform proposals such as the French-Mexican initiative on veto restraint in atrocity crimes, the Accountability, Coherence and Transparency (ACT) group’s code of conduct, and regional calls for democratization of the Security Council. The discussion will revolve around reconciling state sovereignty with the Council’s responsibility to protect, while examining legal, political, and institutional frameworks for reform. The objective is to seek viable, multilateral approaches that preserve the Council’s authority while enhancing its effectiveness and moral credibility.

    About the committee

Topic: Ensuring the Protection of Human Rights of Refugees and Internally Displaced Persons (IDPs) in Conflict Zones. Armed conflicts, political persecution, and systemic violence continue to displace millions across regions such as the Middle East, Africa, and Eastern Europe. Refugees and Internally Displaced Persons (IDPs) often face grave violations of their fundamental rights—ranging from lack of access to shelter, healthcare, and education to exposure to trafficking, exploitation, and statelessness. This agenda seeks to address the international community’s responsibility in safeguarding the dignity, security, and human rights of displaced populations. Delegates will evaluate existing international frameworks, such as the 1951 Refugee Convention and the Guiding Principles on Internal Displacement, while considering the roles of host countries, regional blocs, and international organizations. Emphasis will be placed on developing cooperative, rights-based, and context-sensitive approaches to long-term protection, humanitarian access, and equitable burden-sharing. All the best!!
