Across the world, regimes are employing advanced surveillance systems, digital censorship, and mass data collection to suppress dissent and manipulate societies. The GA3 must address how to preserve universal human rights when privacy, freedom of expression, and democratic values are under digital siege. The discussion will force delegates to explore the fine line between national security and authoritarian control, as well as the responsibility of corporations that supply the tools of repression. In a battle between liberty and control, the GA3 sets the stage for one of the defining human rights debates of our era.
