About the committee

The contemporary international system is no longer shaped solely by nation-states. Multinational corporations, digital platforms, private security actors, and influential non-state entities increasingly wield power that rivals — and often surpasses — that of governments, yet remain largely outside formal accountability frameworks. As traditional multilateral institutions struggle to regulate these actors, global responsibility becomes fragmented and uneven. This agenda invites delegates to critically examine how international law, governance mechanisms, and collective responsibility must evolve to address power that operates beyond borders and democratic oversight. The General Assembly will deliberate on restoring accountability, redefining state responsibility, and strengthening multilateral legitimacy in a world where influence is no longer confined to governments alone.

About the committee

In recent years, the use of force has increasingly shifted from a last resort to a normalized tool of statecraft. Military interventions, targeted strikes, coercive deployments, and unilateral security actions are frequently justified under broad interpretations of self-defense, humanitarian necessity, or national interest—often without international consensus or explicit authorization. This agenda challenges the Security Council to confront the consequences of a world where force is employed without consent and legitimacy is shaped by power rather than law. Delegates must debate the erosion of collective security, the role of unilateral action in maintaining stability, and whether international peace can be preserved when intervention becomes routine rather than exceptional. The Council faces the critical question of whether global security can survive when authority is exercised without accountability.
