Regulating the legal and political accountability of private military and security companies

    About the committee

"The Special Political and Decolonization Committee, known as the Fourth Committee of the General Assembly, addresses a diverse range of political questions. Its work has historically included decolonization, peacekeeping, the rights of peoples under occupation, and matters of international security that hold political significance. As a body of the General Assembly, its member states constitute the whole of the United Nations members in order to deliberate on sensitive issues where sovereignty, human rights, and global stability intersect. At BCMUN 2026, this committee turns to regulating the legal and political accountability of private military and security companies. As states increasingly outsource functions once reserved for national armies, these private actors operate in a troubling grey zone of international law. Establishing clear standards of accountability is therefore vital to protecting civilians and preserving the principle that the use of force remains subject to law."

    About the committee

The International Labour Organization is a specialised agency of the United Nations devoted to promoting social justice for laborers and promoting decent work conditions throughout the world. Established in 1919, it sets international labour standards and shapes policies that protect the dignity, safety, and rights of workers across various economies. ILO is distinguished from other United Nations bodies with its tripartite structure: each member state is represented not by one delegate but by three: a Government Representative, an Employer Representative, and a Worker Representative. This arrangement ensures full representation of all parties' interests and lets states, businesses, and labour to negotiate together. At BCMUN 2026, this committee addresses the safeguarding of labour rights and working conditions of marginalized and vulnerable communities. As informal work, migration, and discrimination continue to expose millions to exploitation, the ILO's tripartite dialogue offers a rare space where permanent and efficient policies can be built.

    About the committee

"The Group of 20 is the premier forum for international economic cooperation, bringing together the world's major advanced and emerging economies. Formed in response to the financial crises of the late 20th century, it accounts for the greater part of global economic output, trade, and population, which gives its decisions considerable weight in shaping the direction of the world economy. Despite its name, the group is composed of nineteen sovereign countries alongside two regional unions, the European Union and the African Union, the latter admitted in 2023 as a recognition of the continent's growing role in global affairs. At BCMUN 2026, this committee follows a double allocation system, in which each member state is represented by both a Head of State and a Head of Economic Affairs, so that political vision and economic expertise are brought into the same negotiation. The committee's agenda item concerns financing and strengthening the Global Alliance Against Hunger and Poverty, as hunger persists despite sufficient global resources, coordinated financial commitment among the world's largest economies is essential to translating shared responsibility into concrete relief."
