The rules that govern the world were written for a world of borders. Most of what matters now happens somewhere else, under the ocean floor, on servers hosted abroad, inside systems no one outside the room has ever inspected.
That gap is what we're putting in front of delegates this year. Not whether the problems are serious, but whether states can act on them alone, and what they give up when they agree to act together. Every committee on our agenda sits on that tension.
