Model ICAO is an international academic simulation of the International Civil Aviation Organization, hosted at ICAO Headquarters in Montreal. It brings together university students from around the world to experience diplomacy where it actually happens, within the institutional framework of the United Nations’ specialized agency for civil aviation.

Participants represent ICAO Member States and international stakeholders in realistic committee sessions, engage in professional-level multilateral negotiations, and work toward consensus on key issues of international aviation governance. Committees are directed by real diplomats and aviation professionals, offering participants direct exposure to authentic diplomatic practices and decision-making processes.

Beyond the simulation itself, Model ICAO is designed as a career-oriented academic experience. Participants develop concrete skills in diplomacy, negotiation, international air law, and policy-making, while strengthening their academic and professional profiles in a highly institutional environment.

Model ICAO also provides exclusive access to professional and institutional opportunities rarely available to students. Past editions have included a high-level diplomatic luncheon with representatives of ICAO Council Member States, enabling direct dialogue with State officials. This initiative will be renewed in 2026 with the support of the European Union.

Delegates who distinguish themselves may be selected for internship opportunities with Airbus or the European Commission’s Directorate-General for Mobility and Transport (DG MOVE).

New in 2026, Model ICAO will introduce a Professional Networking Workshop focused on building meaningful institutional and diplomatic connections. The workshop will be led by Alexandre Perron, Vice President for Partnerships and Strategic Development at CORIM (Montreal Council on Foreign Relations).

Model ICAO is open to university students from all disciplines, including law, international relations, political science, aviation management, engineering, and related fields. Please note that to represent a country, a delegation must consist of a minimum of 6 and a maximum of 11 delegates. Each university may represent up to three countries.

Supported by academic institutions and international partners, Model ICAO aims to train the next generation of professionals in global aviation governance, multilateral cooperation, and international diplomacy.
