About

The World's Simulation

International Model Parliament and Congress is a new conference in Paris built around one idea: democracy doesn't stop at one institution or one country. Over four days, from April 22 to 25, 2027, delegates will take their seats in legislatures, courts and international bodies, and see how the executive, legislative, judicial and international branches of power shape each other. Bills get drafted and amended, laws are challenged in court, elections are won and lost, and global crises put every committee under pressure at once.

NOTE: For chairs applying early (October 30th to November 5th), your committees are prone to change. We will email you if there are issues with the committee, topic, or size of the committee changing.

While most conferences focus on the UN, IMP brings legislative and judicial debate to Paris, areas that Model UN circuits often overlook. Delegates will take part across committees including the UK Parliament, the European Parliament, the UN Security Council, [and potentially: NATO, ICJ…] the International Model Congress, and more to be announced!

The US Congress component runs separately from the other committees as one continuous body. It includes two Senate committees (Foreign Relations and Finance), two House committees (Judiciary and Energy and Commerce) and the US Supreme Court. Delegates receive fictional legislators with their own states, parties and voting profiles, so no prior knowledge of American politics is needed. They draft bills, take part in committee hearings and debate on the floor of their chamber. Model Congress also drives the presidential election. Each party holds a primary, nominees face off in a live debate, and MC delegates vote in the general election. The new president then faces the bills passed by Congress, with sign or veto decisions made in public, and the Supreme Court may rule on one of those laws in an emergency session on the final day.

IMP welcomes both newcomers and experienced delegates. Chairs will mentor first-timers, and an opening session will cover procedure for anyone who needs it. IMP is open to high school and university students and delegates can apply individually or as delegations.
