⁠The future of post-monitoring dialogue with Montenegro

Since its founding in 1949, the Council of Europe has stood as the continent's oldest and most enduring intergovernmental institution dedicated to the protection of human rights, the rule of law, and pluralist democracy. Through the dual architecture of the Parliamentary Assembly and the Committee of Ministers, the Council has, for over seven decades, provided a forum in which the representatives of its member states engage in dialogue, negotiation, and compromise on the most pressing questions facing Europe.

It is this architecture that we invite you to inhabit over the course of Eurobalkan Simulation Paris 2026.
As delegates of the Parliamentary Assembly, you will be called upon to debate, draft, and deliberate as the elected voices of your national parliaments, holding governments to account and shaping the political conscience of the continent.
As representatives on the Committee of Ministers, you will bear the weight of executive decision-making, tasked with translating political will into concrete action and safeguarding the delicate consensus upon which the Council's authority rests.

This simulation is designed to immerse each of you in the genuine complexity of multilateral diplomacy: the negotiation of competing national interests, the pursuit of consensus in the face of disagreement, and the responsibility of upholding shared values even when they are contested.

We are confident that the debates ahead will be as rigorous as they are rewarding, and we look forward to welcoming you to a conference that reflects, at a reduced scale, the ideals and challenges of the institution it replicates.
