Event Overview:

Barcelona Model European Parliament (b·meup) 2025 is an immersive simulation of the European Parliament, designed to give participants a firsthand experience of parliamentary debates and negotiations. As the flagship spring event of Equipo Europa, this conference invites students and young leaders from around the world to engage in realistic discussions on pressing European and global political issues. Delegates will select the issue that most interests them and join a corresponding parliamentary committee simulation.

  • Venue: Campus de la Ciutadella, Universitat Pompeu Fabra, Barcelona, Spain

 

Participation:

b·meup 25 is open to students and young citizens who are eager to engage with European political issues and develop their public speaking, negotiation, and critical thinking skills. As a delegate, you will represent a real MEP (member of the european parliament)  from one of the four major political groups:

  • European People’s Party (EPP)
  • Progressive Alliance of Socialists and Democrats (S&D)
  • Renew Europe
  • The Greens/European Free Alliance
  • Patriots for Europe
  • European Conservatives and Reformists
  • Party of the European Left

Each delegate is required to prepare and submit an Official Position Paper (OPP) outlining the stance and proposed amendments related to the legislative text under discussion.

 

Committee and Topics:

Delegates will join one of the following committees, each focusing on a current and pressing theme:

  • BUDG: Budget Committee – Review of the Multiannual Financial Framework (MFP). Language: Spanish
  • CULT: Committee on Culture and Education – Promoting digital literacy at the local level. Language: English
  • ITRE: Committee on Industry, Research and Energy – Strategic energy autonomy. Language: Spanish
  • AFET: Committee on Foreign Affairs – Transnational justice in Syria and next steps in post-conflict EU-Syria relations. Language: English
  • ENVI: Committee on Environment, Public Health, and Food Safety – Extended producer responsibility. Language: Spanish
  • FEMM: Committee on Women and Gender Equality – Women as key agents in conflict management and asylum policies. Language: Catalan

Each committee is led by a board (chair and vice-chair) and follows an unmoderated caucus debate format, including the use of placards, formal dress code, and open networking spaces to draft the legislation. 

There will be Plenary Sessions, a space where all members from different commissions come together in a single session to vote on all the legislations drafted throughout the event.

You may also participate in the Press committee to cover all key moments and ensure media coverage. They will capture highlights, conduct interviews with other participants, and create engaging articles, videos and podcasts to influence the negotiations of the event.

 

Application Process:

Prospective delegates must register online via the official b·meup 25 website. Detailed guidelines regarding eligibility, submission of the Official Position Paper, and other procedural instructions will be provided upon registration. Please arrive at least 15 minutes before the Opening Ceremony to complete your accreditation. Early registration is highly recommended due to limited spots.

Organized by Equipo Europa:

Equipo Europa is a youth association that is pro-European, non-partisan, and non-profit. The young people who are part of the association are between the ages of 14 and 30 and are committed to the values of the European Union, as outlined in Article 2 of the Treaty on European Union.

Equipo Europa was born out of a campaign launched by the European Parliament to encourage voter participation in the European elections. It all started when nine passionate Eurofans came together to create what we now know as Equipo Europa.
