Topic A: Prevention of non-State actors with chemical and biological weapons

In 2017, citizens of the world can reasonably wish to be freed from the fear of any “weapon of mass terror”, this specifically alluding to biological and chemical weapons. And they do. However, the current situation seems not be reassuring enough.

On one hand, although discussable, it is believed that the Biological Weapons Convention along with the Chemical Weapons Convention and more recently the UNSC Resolution 1540 have succeeded in reducing the risk of a chemical or/and biological warfare around the world. On another hand, recent History has shown that these measures have failed to stem the acquisition of this category of weapon by non-State actors.
