Position Paper – Nikolai Baibakov
Born and raised in Baku, Azerbaijan, Mr Baibakov served in the Red Army before he moved to work in the oil fields. There he became Chief of the Central East Oil Production Department and Deputy Commissar of Oil Production. Later in 1944 he was appointed Commissar of Oil Production by Marshall Stalin and was responsible for assuring the oil fields in the Caucasus would not fall into Nazi hands. Having held the position of Minister of Oil Production for 9 years, Mr Baibakov was appointed Chairman of the State Planning Committee in 1955, being discharged of his duties by Comrade Khrushchev in 1957. After serving in different economic posts, Marshall Brezhnev reappointed Mr Baibakov as Chairman of the Central State Planning Committee.
