Topic A: Stemming Arms Flow to Non-State Actors
The issue of stemming arms flow to Non-State Actors is one that is around since to formation and dominance of a state. A Non-State Actors is in wording of the Oxford Dictionary: “an individual or organization that has significant political influence but is not allied to any particular country or state “. In the last centuries war did not only appear between states, but also between a state and a violent Non-State Actor. These actors can also be called terrorists, since these kinds of actors use unlawful violence and intimidation in the pursuit of political aims. This violence is manly used towards the civilian population in order to combat the superior adversary. The DISEC has the goal to minimize global threats to peace on the international community and disarm and strengthen the international security.
