Strengthening African states by regionally shifting towards an export-based industrial economy, focusing specifically on disadvantaged land-locked states. Land-locked African states have faced economic downfall from the beginning. Due to the harsh and uncooperative climate, these states are not able to base their economy on agriculture, and due to having no access to a sea or an ocean, have little to no access to trade.
