Qatar sees itself as a key mediator between various interests and interest groups in the Middle East. It has always been Qatar’s policy to seek Arab solutions for Arab countries. This can be seen reflected in the Qatari Constitution. Here, article 7 mandates that Qatari foreign policy be “based on the principle of strengthening international peace and security by means of encouraging peaceful resolution of international disputes.”
