Social development is defined as, “Development that primarily prioritizes human needs in the growth and progression of society.” Yet, the present targets of social development have broadened in perspective. Now, social development integrates promotion of sustainability and looks beyond economic growth. Therefore, a need to rethink the role of social development as of today has arisen. Owing to 20 years since the adoption of the Copenhagen Declaration, it is essential to review the progress made and strengthen social development.

The international community has been an eminent worker in promoting social development. It has formulated the Sustainable Development Goals and 2030 Agenda for Sustainable development understanding the needs of the present era. International instruments such as the UN Declaration on the Rights of Indigenous Peoples, Madrid International Plan of Action on Ageing and the UN Convention on the Rights of Persons with Disabilities have helped promote equality and provided a rights based approach. The main elements of social development in the contemporary era involve poverty eradication, full employment and social inclusion based on enhancement and protection of all human rights. The needs for institutional framework, social justice and educational guidance must be highlighted. Vietnam hopes that the committee will be able to define few terms such as social sustainability and the transition from equality in opportunity to equality of outcomes by the end of the session
