The contentious issue of using anti-personnel mines in theaters of war has lingered on the tables of diplomats, military scientists and politicians since the 1940s. The Republic of Cuba does not believe that a definitive answer will be penned on this occasion. We have noted that a similar tendency to disengage completely from this matter lies with many great powers of the world. Until genuine commitment and willingness to reach the true aims of the Mine Ban Treaty will come from the top of the pyramid, the bottom shall remain unshaken.
