Topic A: Regulation on treatment of refugees attempting to cross borders

The internal conflicts in Colombia have led to the displacement of a large part of its population. Fights between the government, guerrilla groups such as the FARC and ENL, and drug cartels are the main cause for the over 50-year long strife that has internally displaced over 7 million people and created over 340,000 refugees who have fled to neighbouring countries. Many refugees belong to marginalised groups in rural regions, such as indigenous peoples and Afro-Colombians. The majority has found refuge in Ecuador and Venezuela, where they make up around 90% of refugees. Colombia signed a final peace agreement with FARC in late 2016 and currently engages in negotiations with the ENL, which shows that our government is willing to improve the situation and build a stable future.
