Prevention of non-state actors with chemical and biological weapons

The recent incidents in Syria pushed the debate about chemical weapons. Additionally, have the unsecure political situation in the Middle East and the terror attacks in Europe underlined the importance of a worldwide solution regarding chemical and biological weapons. Especially, if non-state actors get access to BWC, resulting attacks might be immense. A main problem are the cheap price and easy accessibility of ingredients needed to build a chemical weapon. That is why, chemical bombs are called the “poor men’s' nuclear weapon“.
