TOPIC A: Nowadays, a major threat to global security are non-state actors, who are divided into the organized ones and the ones that lack structure. Those have proved to be the most dangerous, because they constitute the army in non-conventional ways and they use techniques that are not easily recognized. One of their most dangerous plans is the use of chemical and biological weapons, in order to destroy their enemies and as a consequence they pose a threat to our societies and to all humanity. The most recent examples of their use are in Iraq and Syria, with highly toxic materials including chlorine and sulfur weapons. The international community has already taken measures in order to face this really difficult situation, with the adoption of the United Nations Security Council resolution 1540, regarding the non-proliferation of chemical, biological, radiological, and nuclear weapons and their means of delivery, in particular, to prevent the spread of weapons of mass destruction to non-state actors. But, even though United Nations have tried to find a permanent solution, they still need to work hard because the threat still exists and the danger becomes graver to mankind and global politics every single day. The Russian Federation has already engaged to the elimination of this threat and has participated to all the actions and all the measures that have been adopted by the UN.
