Topic A: European Border and Coast Guard
Article 1 of the Regulation (EU) 2016/1624 states that the European Border and Coast Guard has been established to "ensure European integrated border management at the external borders". The current migrant crisis that had its peak in the summer of 2015 and has been challenging the EU with its extreme influx of (irregular) migrants, has been pushing the security of the external borders of the European Union to its limits. As a result, the EU Member States have decided to effectively protect the functioning of the Schengen Area, making security the utmost priority.
The EU had already seen the need for an agency that would manage its borders, when it established the Frontex agency in 2004 , (EC) 2007/2004. Unfortunately throughout the past years Frontex proved not that effective, as it was not able to work and make decisions autonomously. Especially challenged with the start of the current migrant crisis and the increased cross-border crimes, the EU Members decided to react by expanding the "power" and the tasks of the agency by establishing the European Border and Coast Guard, (EU) 2016/1624.
