Topic A: “EU Carbon Market Reform“

The Confederal Group of European United Left/Nordic Green Left (GUE/NGL) pleads for a general blunt shift from a pure economy focused view towards an environmental policy which has the human being and a sustainable economical development in focus. The GUE/NGL is totally aware of the immanent seriousness of climate change and all the possible upcoming problems which go with it. It is therefore absolutely necessary to set ambitious targets to limit the consequences of climate change. Renewable energy and sustainable production methods must be actively supported by the European Union, fossile energy should be gradually banned. Furthermore, the EU target setting in reduction of carbon emissions and energy efficiency should follow the recommendation of the IPCC, which sights a reduction of carbon emission up to 40% in 2020, compared to 1990.

Thus, the GUE/NGL respects the ETS as attempt to reduce carbon emissions but generally considers it to be failed. Unused allowances lead to a price collapse of allowances: this motivates companies to rely on fos...
