I. Media Censorship and the Treatment of Journalists

Fully supporting Article 19 of the International Covenant on Civil and Political Rights, the Republic of Turkey firmly believes in freedom of expression as a pillar of any democratic society. Acknowledging and respecting every individual's right to freely express and disseminate their thoughts in accordance with law, Turkey reaffirms that the press shall not be censored as constitutionally designated since 1982. However, in accordance with Article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, Turkey wishes to stress the limitations of this liberty and point out the necessity of restrictions regarding national security, public order, public safety and the protection of the reputation and rights of others.
