COUNTRY: PHILIPPINES COMMİTTEE: UNHCR TOPIC 1: Refugees after crisis- assisting the return and reintegration of refugees A person who flees for refuge or safety, especially to a foreign country, as in time of political upheaval or war called refugee. In 2015, the UNHCR reported the highest level of forcibly displaced people ever recorded. As the Philippines, member of UNHCR, it is our aim to ensure refugees security, education, health-care and economic opportunities. The most important problem is, war-torn countries has no sustainable governments. So the security cannot be provided. Before supplying education, health-care and economic opportunities, we should solve the security problem. To ensure security, war-torn countries need powerful governments.
