Canadian Delegation to the North Atlantic Council (NAC) RE-EXAMINING RUSSIA-NATO RELATIONS As a founding member of NATO, Canada is committed to maintaining a credible deterrent to expansionism and international aggression regardless the perpetrator. As an entity that works in concert with the United Nations to uphold the principles of international law and national sovereignty, deterrence as embodied by Article V is vital to discouraging aggression as it constitutes a concrete consequence for any belligerent state regardless of that state’s economic condition and level of independence from the global market. However, to be effective, the alliance and its members’ commitment to the integrity and credibility of Article V is paramount.
