I. History of Issue and Key Areas of Discussion

In 1998 the Kyoto Protocol was negotiated in Kyoto, Japan. It requires participating countries to reduce their anthropogenic GHGs emissions. However, a new problem was encountered: many countries refuse to comply/ratify with the guidelines to reduce the emissions. Many countries still blame developed countries that contributed largely in the Industrial Revolution. Thus, these countries would rather focus on the problems that they are facing.

Improper organization of the funds provided has caused suspicions to arise that these funds have been misused (e.g. the 2007 US air strike and food aid cut to Somalia due to suspicions that the funds have been diverted to terrorist hands). ...
