Position Paper for the Human Right Council

The republic of Portugal declares the importance to discuss and find solutions on following issues: Torture and crucial inhuman or degrading treatment or punishment of drug users and Discrimination in HIV prevention of drug users. Portugal sees it as a shared responsibility among the Member States to discuss these topics and to protect the Human Rights of all people. Portugal has loyally contributed and supported the work of the three United Nations (UN) conventions on narcotic drugs: 1961 Single Convention on Narcotic Drugs, 1971 Convention on Psychotropic Substances and 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
