The natural and imprescriptible rights of the 1789 Declaration are relevant at all times and in all places. The respect of article 1 "Men are born and remain free and equal in rights", is the heart of the United Nation’s action. Germany is engaged to sustain human rights protection. In the dark periods of history, Germany didn’t have an effective stake holder. One of the SPECPOL duty is to guarantee the right and modality of state building.
The migrant crisis is the Syria failed-policies consequence. The total number of refugees who have fled the conflict in Syria has reached more than 4 million. The number of Syrian refugees asserts the fact that this refugee crisis is the most important crisis that the HCR has faced since its creation.
This international problematic is directly linked with the state building concept, defined by the OECD as “an endogenous process to enhance ca¬pacity, institutions and legitimacy of the state driven by...
