In recent years, the world has seen an explosion of terror-driven non-state actors around the globe. This rising scope and scale of organized violence indicates that VNSAs are increasingly becoming a global phenomenon rather than regional crises. The outcomes of these actions often prove devastating to the region, and as VNSAs grow in influence and authority, pose a growing threat to the global community. As asserted by Thomas, Kiser and Casebeer in 2005 "VNSAs play a prominent, often destabilizing role in nearly every humanitarian and political crisis faced by the international community". The Delegation acknowledges that VNSAs undermine regional stability and threaten the global community, and yet oftentimes VNSAs develop out of poor state governance.
