From early colonial times, those who conquered and colonized the Western Hemisphere believed they were unique. Legislators of the Americas, both North and South, were united in affirming that some force—nature, or perhaps God—had separated the New World from the Old. The inhabitants of the Americas believed in a common destiny, a body of political ideals based on the rule of law and cooperation among themselves; these principles would be embodied on a singular idea: the Pan-American union.
