Topic A: Right to health None state can define itself as a modern developing country if it doesn't take into account the right to health as a fundamental right. The highest task of the state, is to ensure to his own citizens the accomplishment of this right ,that should be provided through public health care services available to everyone, since is a right for every human being to live a life in the best physical and mental conditions as possible. Nevertheless , as a demonstration to what said before this has been also stated by fundamental international documents, such as The preamble of the 1946 World Health Organization (WHO) Constitution that says: "...The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political , economic or social condition". In addition, Article 25 of the United Nations' Universal Declaration of Human Rights 1948 which states that "Everyone has the right to a standard of living ..." that is comprehensive of the right for medical care.
