Large-scale and severe humanitarian crises are a constantly concern to the state of the Philippines. However, from the last crises, our government has notice some gaps of international effort to support low income countries during health emergencies. One example of this just happened during the Ebola's Epidemic, in Africa. A variety of medical and world recognized non-governmental organization has criticized the lack of support, equipment, personal, coordination and delays of the international community, which left some African countries uncovered during the worst outbreak of Ebola in the human history that was declared finished, by the World Health Organization, on January 2016 – three years after its beginning. The Ebola in Africa had more than 28 thousand cases confirmed and took the lives of 11 thousand people.
