The Party of European Socialists (PES) is very committed to pursuing integration and reinforcing cooperation respectively with the Western Balkans and our Eastern neighbours. To achieve this objective, dialogue is the best solution. Dialogue is the path to democracy, rule of law and peaceful societies.


Since 2004, the European Neighbourhood Policy (ENP) has made it possible to establish a relational framework between the EU and its sixteen closest neighbours to the east and south. This results in cooperation and better access to the EU market through bilateral action plans, which should lead to association agreements.

The ENP is complemented by three regional initiatives: the Union for the Mediterranean (UfM), the Black Sea Synergy and the Eastern Partnership. The major geopolitical upheavals caused by the Arab spring in the southern Mediterranean since 2011 and by the conflict in Ukraine since 2014 have led the EU to review its action in the neighbourhood. This overhaul must succeed if the EU is to assert itself as an international player.

In March 2015, the Commission and the European External Action Service published a joint consultation paper on ENP reform, which generated considerable interest from international organisations, national parliaments, regional parliaments, think tanks, universities and a multitude of citizens.
