Humanitarian Action is a pillar of French foreign policy. The Republic of France strongly believes in its role of ensuring and improving  living conditions of populations in countries affected by natural and man-made disasters; meeting their basic needs (such as access to a shelter, food, medical care and water), will have also a positive relapse in terms of regional and international stability. The ultimate international framework, in effect, is characterized by an increasing number of people requiring humanitarian aid, a proliferation of prolonged and deeper regional crisis, and growing systematic violations of international humanitarian law (IHL).

Humanitarian crises and needs continue to grow: according to the UN Office for the Coordination of Humanitarian Affairs (OCHA) at least 128 million people around the world need immediate humanitarian assistance and 65 million people have been uprooted in search of a better future.
