I. Topic Background 

The crisis in Somalia is among the most complex of present time. After the demise of President Siad Barre in 1991, Somalia plunged into a state of war. Initially, the issue consisted of warlords, the „Islamic Courts” vying for power. In 2000, the “Islamic Courts Union” (ICU) was established and adopted a position of genuine power. Attempts of the Federal Government of Somalia (FGS) to decrease ICU’s control succeeded in 2006; however, its military branch “Al-Shabaab“ persisted.
